The cartoon seems very Disney-ish to me. The drawings and animation style look like Walt Disney’s early work.
I just love how naturally the bottom is bared for the spanking. Just as if this was the way a spanking is supposed to be given.

It’s from “Mickey’s Christmas”. Mickey is going round plying Christmas music on his cello. He and Pluto are invited in by Mr and Mrs Pig. Their adored toddler, who is spoilt and horrible, gives them both a hard time, and they’re kicked out, but Mrs Pig has finally had enough, and Pluto rejoices (see clip).It’s one of the best early Disneys, and introduces a non-Mickey type mouse family, Mrs Church Mouse and her young. Mickey of course displays all the Christian virtues, but Pluto’s reponse is presumably that of the average voter.
